What Is Modernization?

Modernization is a process in which certain reusable components of an existing aging elevator are retained,
while the remaining parts are replaced with new ones.

What Are the Seven Major Safety Upgrades?

This refers to the replacement of certain components to add the seven essential safety features required by elevator safety regulations for aging elevators.

④ Measures to Be Taken in the Event of an Elevator Accident or Breakdown

The elevator management entity must notify the Korea Elevator Safety Agency (KESA) via phone, the Agency’s website, or the National Elevator Information Center when a serious accident or significant malfunction occurs.
In the event of a serious accident, the accident site or any related objects must not be moved, altered, or damaged. (Exceptions apply in cases where urgent actions such as life-saving measures are required.)

    Article 48 of the Elevator Safety Management Act
  • Article 48 (Accident Reporting and Accident Investigation)
    ① The management entity (including maintenance service providers acting as designated inspectors under Article 31, Paragraph 4; the same applies hereafter in this Article) shall notify the Korea Elevator Safety Agency under Article 55 when any accident or malfunction falling under any of the subparagraphs occurs due to the elevator under its management, in accordance with the standards prescribed by the Ordinance of the Ministry of the Interior and Safety. <remaining text omitted>

⑤ Periodic Elevator Inspection

After the initial installation inspection, the elevator management entity must undergo periodic inspections at regular intervals.
The standard inspection interval is one year, but it may be adjusted to 6 months or 2 years depending on the elevator type, years of operation, and whether any accidents or malfunctions have occurred.

    ① The management entity shall undergo the following safety inspections conducted by the Minister of the Interior and Safety (hereinafter referred to as “safety inspections”). <remaining text omitted>

(Inspection Cycle for Periodic Inspections)
1. Elevators that experienced a serious accident or major malfunction due to a defect as defined in Article 32(1)3(b) of the Act within the past two years: 6 months
2. Elevators that have been in service for 25 years or more since the date of the installation inspection: 6 months
3. Freight elevators, car elevators, dumbwaiters, and elevators installed in single-family houses*: 2 years
* Elevators installed in single-family houses as defined in subparagraph 1(a) of Attached Table 1 of the Enforcement Decree of the Building Act.

※ For cases 1 and 2, elevators classified under item 3 (with a 2-year inspection cycle) are also subject to this rule.
   Additionally, for case 1, the inspection cycle is adjusted to 6 months after undergoing a precise safety inspection.

⑥ Safety Improvement Measures Related to the Precise Safety Inspection

  • Elevators that have been in operation for 15 years or more from the date of the installation inspection must undergo a precise safety inspection in accordance with Article 32 of the Elevator Safety Management Act. A precise safety inspection must also be conducted every 3 years thereafter.
  • Under the “Operational Regulations on Elevator Installation and Safety Inspections,” elevators that receive their third precise safety inspection after 21 years have passed since the previous completion inspection (excluding home elevators) must improve safety by adding required elevator components or devices.

Escalators (including Moving Walks) Main brake, auxiliary brake, overspeed & reverse motion prevention device, skirt deflector, handrail system

※ Auxiliary brakes and overspeed/reverse prevention devices are not applicable for horizontal moving walks.

According to the Addenda of the “Operational Regulations on Elevator Installation and Safety Inspections,” if two-thirds or more of the residents (as defined in Article 2(1)7 of the Multi-Family Housing Management Act) or two-thirds or more of unit owners (as defined in Article 2(2) of the Act on Ownership and Management of Condominium Buildings) provide written consent to supplement the required elevator components or devices in accordance with the amended Attached Table 4 before receiving the fourth precise safety inspection (i.e., 24 years after the previous completion inspection), then the requirements under Paragraph 2 may be applied at the time of the fourth precise safety inspection.
